＜ミニ解説＞
「anniversary」はお祝いごとにも用いられますが、今回の
ように事件や事故の「〜周年」という意味にもなります。

「salute」はここでは死者に対して敬意を表しているので、
「弔問した」と訳しています。

ご存じのように、2001年９月11日のテロ攻撃は、ニューヨーク、
ワシントン、ペンシルベニアで起きた「同時多発テロ
＝simultaneous multiple terrorist attacks 」でした。
この事件は以来、「9-11（nine eleven と読みます）」と呼ば
れるようになり、同時多発テロ事件の代名詞のように用いられ
ます。
「he vowed he will never forget」の部分は、「決して忘れ
ない」という決意が現在も変わらないため、「vowed」という
過去形に引きずられずに「will」は未来時制になっています。
